FISCAL YEAR 2026 (FY26) ACTIVE RESERVE (AR) NONCOMMISSIONED OFFICER (NCO) MERITORIOUS PROMOTIONS
MARADMIN 276/26 · June 12, 2026 · Source
Can a Reserve Marine get meritoriously promoted to Corporal or Sergeant this summer?
Yes. And there are exactly two slots available.
The Marine Corps just published guidance for FY26 Active Reserve meritorious NCO promotions. This is the annual cycle for Reserve Marines serving outside of MARFORRES-aligned units.
Two promotions are on the table. One Sergeant slot. One Corporal slot.
The deadline is closer than you think.

The old problem
Meritorious promotion cycles for Active Reserve Marines are easy to miss.
They don't get the same visibility as regular promotion boards. They're limited to a narrow slice of the AR population. And if commands don't submit at least two packages per rank, the entire board for that rank gets cancelled.
Historically, boards have been lost because units didn't know the window was open.
The new rule (in one line)
For FY26, AR Marines serving outside MARFORRES-subordinate commands have until 1630 on 10 July 2026 to submit a meritorious promotion package to CMC (RA). After that, the window is gone.
Who this is for
This cycle is specifically for Active Reserve Marines assigned to commands that are not under Commander, Marine Forces Reserve. That means not under the division, MLG, wing, or FHG structure.
Commands that are in scope include:
✦ Headquarters, U.S. Marine Corps
✦ Training and Education Command (TECOM)
✦ Expeditionary Warfare Training Group Pacific (EWTGPAC)
✦ Marine Forces Command, Pacific, Europe, Africa, or South
✦ Marine Corps Recruiting Command (non-Special Duty Assignment)
If your AR billet is at one of these commands or similar, this applies to you.
If you're in a MARFORRES-aligned unit (a Reserve Center, a Det, etc.), this particular cycle is not your lane.
The slots and the stakes
There is one Sergeant slot and one Corporal slot.
That's it.
And here's the catch: if fewer than two packages are submitted for either rank by the deadline, that rank's allocation is immediately pulled and that board is cancelled.
(Two nominees minimum to hold the board. One package means no board.)
The promotion dates
If selected:
✦ Sergeant promotions take effect 2 August 2026
✦ Corporal promotions take effect 2 September 2026
What goes in the package
Packages are submitted as standard naval letters, scanned and emailed to the Reserve Affairs Division Sergeant Major at:
SMB_Reserve_Affairs_SgtMaj@usmc.mil
Subject line format: FY26 AR NCO Meritorious Promotion Package ICO [Rank] [Last Name], [First Name]
The package must include all of the following:
-
Nomination letter from the commander, addressing the Marine's leadership, civic activities, and any other relevant military or civilian information.
-
Training and service information verified and current in MCTFS (BIR/BTR).
-
Certified true copies of Page 3 and Page 11, plus a Unit Punishment Book (NAVMC 10132) and Page 13 if applicable.
-
Data Sheet.
-
Commandant's Reading List book report. The report must include an introduction, body, analysis, evaluation, and conclusion. Not a summary. A structured report with all five components.
Sample formats for the data sheet and book report are posted at the Reserve Affairs Plans page on manpower.marines.mil.
The eligibility floor (none of these are waiverable)
✦ Meets minimum time in service per the Promotion Manual
✦ No NJP or court-martial during the current contract
✦ PME complete in grade
✦ Current first-class PFT and CFT scores on record
✦ Qualified with T/O weapon (unless your billet doesn't require it)
✦ No positive urinalysis, drug, or alcohol-related incidents
Every box must be checked. There are no waivers. If one criterion is not met, the package is not eligible.
Why this is a big deal
One slot per rank sounds like a small thing.
It's not.
For AR Marines serving in the active force structure outside of MARFORRES, meritorious promotion is one of the few accelerated paths to Corporal or Sergeant. These boards don't happen constantly. This is the FY26 window, and once it closes, it's closed.
If your command has a Marine who deserves this and no one submits a package, that Marine loses a year.
And if only one package comes in for a given rank, the board for that rank doesn't happen at all.
The urgency is real.
A smaller note for active-duty Marines
This MARADMIN is focused on Active Reserve billets. If you're a full-time active-duty Marine at one of the in-scope commands and you're aware of AR Marines serving alongside you, flag this to their chain of command. The submission responsibility sits with the Marine's commander.
The bottom line
One Corporal slot. One Sergeant slot. Packages due by 1630 on 10 July 2026. Fewer than two submissions per rank cancels that board entirely. No waivers on eligibility. Results published by MARADMIN after the board.
What to do with this
If you're an eligible AR Marine:
✦ Confirm your assignment falls outside MARFORRES-subordinate commands
✦ Check every eligibility criterion now, not the week before the deadline
✦ Talk to your commander today about whether a nomination is on the table
✦ Pull the sample formats from the Reserve Affairs Plans page before you start building the package
If you're an AR commander or staff NCO:
✦ Look at your junior Marines right now. Is there someone worth nominating?
✦ Remember: you need to submit the package. Your Marine cannot self-nominate.
✦ Get the nomination letter drafted early. The book report and data sheet take time.
✦ Submit before 1630 on 10 July 2026. No late packages.
