Want to Work in Congress? The Marine Corps Is Looking for a Few Good Officers and SNCOs.
The FY27 Congressional Fellowship Program just opened applications.
It is one of the most unique assignments the Marine Corps offers. And if you are a Reserve Marine in the right grade, it might be for you.
(Spoiler: most reservists are not eligible. But keep reading to understand why, and what a rare exception looks like.)

The old problem
The Congressional Fellowship Program has existed for years, but the selection process was not always transparent about how Marines moved from application to selection.
This cycle introduces a formal two-round panel structure, which makes the process clearer and more competitive.
There were also some loose ends around photos in personnel files and a new body composition standard. Those are addressed here too.
The new rule (in one line)
The FY27 CFP selection process now runs as a two-round panel: a qualification screen first, then interviews with the Office of Legislative Affairs.
What this program actually is
The Congressional Fellowship Program is a 42-month commitment that puts a Marine on Capitol Hill, working on the staff of a U.S. Senator or Representative.
You help draft legislation. You prep for floor debates. You analyze public policy.
After the fellowship, you move into a utilization tour, typically in the Marine Corps Office of Legislative Affairs.
Officers earn a Master's in Public Policy through George Mason University as part of the program. SNCOs earn at minimum a graduate certificate in legislative studies or public policy, with the possibility of a full master's degree depending on funding.
This is not a vacation. It is graduate school plus a policy job plus a service obligation, stacked back to back.
The full program timeline
Here is how the 42 months break down if you are selected:
- 14 June 2027: Report date for CFP.
- 21 June 2027 (approx.): Master's program classes begin.
- 31 December 2027: Complete the professional development tour.
- 1 January 2028: Begin the 12-month Capitol Hill fellowship.
- 1 January 2029: Receive orders and begin the 24-month utilization tour (OLA).
- 1 January 2031: Return to your primary MOS monitor to complete any remaining service obligation.
The 12-month Capitol Hill fellowship triggers a 36-month service obligation. That obligation runs concurrently with other obligations you already carry.

Miss 9 July and you are out. No exceptions noted.
Who is eligible
Officers
To be competitive, you need:
✦ Strong moral character and independent judgment. ✦ Exceptional reading, writing, and communication skills. ✦ A high-performance record in your primary MOS. ✦ A professional appearance.
Familiarity with national security, government affairs, or international relations is preferred but not required.
Active component officers must be:
✦ Career designated. ✦ In the grade of First Lieutenant through Major. ✦ With a date of rank junior to 1 July 2025. ✦ Scheduled to complete their prescribed tour control factor by 30 September 2027.
Active Reserve officers must be:
✦ In the grade of Major or Major (select). ✦ With a date of rank junior to 1 June 2023.
SNCOs
Active component SNCOs must be:
✦ In the grade of Staff Sergeant through Master Gunnery Sergeant. ✦ From any occupational specialty. ✦ At least 24 months time on station by 14 June 2027. ✦ Entering the program with a minimum of 54 months of obligated service.
(That 54 months covers the development tour, the Capitol Hill fellowship, the utilization tour, and 12 additional months post-utilization.)
Active Reserve SNCOs must be:
✦ In the grade of Gunnery Sergeant through Master Sergeant. ✦ From any occupational specialty. ✦ RAM-2 will determine eligibility based on MOS health.
An undergraduate degree is preferred but not required. If you have one, upload your transcript and diploma to your OMPF.
Who is not eligible
Officers who are ineligible:
✦ Officers with an approved separation or retirement date. ✦ Majors with a date of rank senior to 1 July 2025. ✦ Officers who already completed a resident graduate education program (like NPS or AFIT). ✦ Officers in the above zone for promotion. ✦ Officers in a training PMOS or currently in PMOS training. ✦ Career designated AR officers with a Date Current Tour Began on or after 1 October 2025. ✦ AR officers on their accession tour with a DCTB on or after 1 October 2024. ✦ Officers in the SMCR, IMA, or IRR.
SNCOs who are ineligible:
✦ SNCOs with less than 10 years of time in service. ✦ Gunnery Sergeants who marked "F" in section 8c of a fitness report. ✦ First Sergeants and Sergeants Major. ✦ SNCOs who twice failed selection for the next higher grade. ✦ SNCOs who already completed a resident graduate education program. ✦ SNCOs in the SMCR, IMA, or IRR.
How to apply
- Complete the FY27 CFP questionnaire at the HQMC Boards and Surveys portal.
- Compile your full application as a single PDF titled: EDIPI_CFP_LastName.
- Keep the file under 800 KB.
- Include command endorsements routed through the first general officer in your chain of command.
- Include acknowledgement from your PMOS monitor or RAM-2. An email confirming acknowledgement is sufficient.
- Include a signed privacy act release form.
- Submit everything no later than 9 July 2026.
AC enlisted Marines submit through the Special Duty Assignment request in the Total Force Retention System (TFRS). Your unit career counselor can help with that.
Incomplete packages will be removed from consideration. No gray area on this one.

A few administrative notes baked into this MARADMIN
This message also addressed two policy items that apply to any non-promotion selection board, not just CFP.
On photos:
Boards now have access to your official OMPF photo. A photo is considered current if it was taken within 365 days of the board's convene date. You are responsible for ensuring a current photo is in your OMPF no later than 10 business days before any board for which you are eligible.
On body composition:
The Marine Corps is transitioning from Height and Weight to Waist-to-Height Ratio (WHtR). The digital boardroom cannot yet pull WHtR data automatically. So boards will not penalize you solely because a current WHtR measurement is not in your record. However, previous height and weight entries and any fitness reports with a WHtR comment will still be visible.
If you want your current WHtR reflected, update your official photo.
Why this is a big deal
The CFP is not a common assignment.
Working directly on a congressional staff, drafting legislation, and then moving into OLA is a career path that almost no Marine gets to walk.
The two-round panel structure added this cycle also raises the stakes. Round 1 is a competitive screen. Round 2 is a face-to-face interview with OLA. Marines who do not make CFP this cycle will be considered for other FY27 boards, but there is no consolation slot inside the fellowship itself.
If you are an AC or AR officer or SNCO who meets the grades listed above, this window is worth a serious look.
A smaller note for active-duty Marines
Active component officers and SNCOs make up the majority of the eligible pool for this program. The grade and time-on-station requirements are specifically calibrated for AC career timelines. If you are AC and in the eligible grades, review the application checklist above and move before the 9 July deadline.
The bottom line
The FY27 Congressional Fellowship Program is open now.
Applications close 9 July 2026.
Most SMCR, IMA, and IRR Marines are explicitly ineligible. Active Reserve officers in the grade of Major or Major (select) and AR SNCOs in the grades of Gunnery Sergeant through Master Sergeant may be eligible, depending on MOS health and tour timing.
If you are eligible, do not sit on this.
What to do with this
If you are an Active Reserve officer (Major or Major select):
✦ Confirm your date of rank against the cutoff (junior to 1 June 2023). ✦ Confirm your DCTB against the ineligibility rules above. ✦ Contact your PMOS monitor or RAM-2 to get acknowledgement. ✦ Build your package and submit by 9 July 2026.
If you are an Active Reserve SNCO (GySgt through MSgt):
✦ Contact RAM-2 to confirm your MOS is eligible. ✦ Confirm you have at least 54 months of obligated service available. ✦ Get your transcripts and diploma into your OMPF if you have a degree. ✦ Submit your SDA request through TFRS with your unit career counselor.
If you are SMCR, IMA, or IRR:
✦ You are not eligible for this program under current policy. ✦ Keep your OMPF photo current anyway. Boards see it now. ✦ Note the WHtR transition and what it means for your record.
If you are an S-1 or career counselor supporting reservists:
✦ Flag eligible AR Marines in the right grades before the questionnaire closes. ✦ Assist with TFRS routing for any enlisted applicants. ✦ Remind all Marines to update OMPF photos ahead of any upcoming boards.
