NOTIFICATION OF FISCAL YEAR 2027 (FY27) MERGE OF PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS) 1316 AND 2161 TO 1321
MARADMIN 235/26 · May 27, 2026 · Source
Two MOSs Are Becoming One. Here's What 1316s and 2161s Need to Know.
If you're a Metal Worker or a Machinist, your MOS is about to change. Permanently.
This isn't a proposal. It's already in the FY27 MOS Manual. The clock is running.
Reference: MARADMIN 235/26, signed 26 May 2026. Underlying authority: NAVMC 1200.1K, Military Occupational Specialties Manual. Released by LtGen Stephen D. Sklenka, DC I&L.
The old problem
The 13XX and 21XX communities had two separate MOSs doing overlapping work.
Metal Workers (1316) and Machinists (2161) were trained in complementary skills but filed under different codes, different monitors, different pipelines.
The force was carrying redundancy it didn't need. And it was leaving advanced manufacturing capability on the table by keeping these fields siloed.
The new rule, in one line
Effective 1 October 2026, PMOS 1316 (Metal Worker) and PMOS 2161 (Machinist) are merged into PMOS 1321, Fabrication Specialist.
What this actually means, broken down
The recoding
✦ All active and reserve Marines currently holding PMOS 1316 or 2161 will be automatically recoded to 1321 on 1 October 2026.
✦ M&RA (MMIB) handles the unit diary entries. You will be identified in a reclassification spreadsheet managed by the 132X/134X MOS Specialist.
✦ No fitness report or JEPES is required when your MOS changes. The conversion does not trigger a report.
(Yes, that's one less administrative headache.)
Training requirements after the merge
This is where it gets important for Reserve Marines. Pay attention here.
If you are a Pvt through SSgt on a second enlistment term and you have NOT completed both courses below, you will receive a draw case code:
- Fabricator A, Metal Worker (course A141326)
- Fabricator B, Machinist (course A142156)
That case code flags you to your enlisted monitor and MOS Specialist as needing formal training to be fully certified in 1321.
The case code goes away when you graduate from both courses.
Your training deadline:
You have until 1 October 2030 to complete whichever course you're missing. That is a hard suspense.
The breakdown by legacy MOS:
✦ Former 2161 Machinists: You need to complete Fabricator A (Welding).
✦ Former 1316 Metal Workers: You need to complete Fabricator B (Machinist).
✦ 1316s who already completed the Machinist Technician course (A14GMM): You do not need Fabricator B. You're covered.
✦ GySgts and above (all 1321 Marines): Exempt from additional MOS training requirements from TECOM.
The grandfather clause:
If you cannot complete training before 1 October 2030 strictly because of Marine Corps needs, meaning deployments, special duty assignments, or similar, you will be grandfathered into 1321 without the training.
That is not a loophole. Marines and commands are expected to make every effort to get the training done before the deadline. The grandfather provision is for circumstances outside your control.
Where training happens
The formal school is at Fort Lee.
TEMINS (Temporary Duty Under Instruction) is authorized to get Marines to the school. MMEA-2 approves TEMINS on a case-by-case basis.
Entry-level training going forward
New Marines entering 1321 from the start of FY27 (October 2026) onward will attend both Fabricator A and Fabricator B as a combined pipeline from the beginning.
No split training. No case codes. They graduate fully certified.
Promotions: this is complicated
GySgt and SSgt (E6/E7):
✦ Eligible GySgts and SSgts in 1321 can be promoted in FY27 if allocations are available.
MSgt and MGySgt (E8/E9):
✦ There will be no E8 or E9 promotions in MOS 1321 for FY27. The merger timing and Force Structure Realignment Group (FSRG) process made that impossible this cycle.
✦ Promotions at the E8/E9 level resume in FY28 under normal board schedules.
A specific note for former 2161 GySgts:
All 2161 GySgts convert to 1321 in FY27. And because of the merger timing, no 2161 GySgt will be considered for promotion to MSgt under the 2181 Ordnance Chief PMOS at the FY27 board.
The intent is to keep Fabrication Specialist expertise inside the new MOS rather than siphon it out through a lateral promotion to a different field.
The E8/E9s who ARE crossing over
Only a specific, approved list of E8s and E9s from the 1316 and 2161 communities are authorized to make the lateral move to 1321. Three were named in the MARADMIN:
✦ MGySgt Gutierrez Jr, CM. IMOS/MCC: 1349/1C1
✦ MSgt Cureo, MO. IMOS/MCC: 1349/1Y8
✦ MSgt Reynolds, Q. IMOS/MCC: 2181/J78
If you are an E8 or E9 and your name is not on that list, this conversion does not apply to you at the senior enlisted level.
Performance evaluations
✦ No fitrep or JEPES required when you change from 1316 or 2161 to 1321.
✦ New JEPES MOS qualifications for 1321 take effect 15 June 2026, in time for July promotions and the updated Authorized Strength Report.
T&R (Training and Readiness)
1321 is already approved in the Engineer and Utilities T&R Manual.
T&R events at the 1000 and 2000 sustainment levels apply to all Marines holding 1316, 2161, or 1321 as of the date this MARADMIN was published.
Why this is a big deal
The Marine Corps is not just renaming an MOS.
It is creating a multifunctional advanced manufacturing specialist where two narrower specialties used to exist.
For Reserve Marines, this matters for two reasons.
First: your MOS code changes on a specific date whether you take action or not. If you do nothing, you will still be recoded. But if you have a training gap, a case code will follow you until it is resolved.
Second: the promotion freeze at E8/E9 for FY27 is real. If you were counting on a senior board this cycle under 1316 or 2161, that board is not happening in the merged MOS this year.
This is a structural reset. It changes your MOS code, your training pipeline, your promotion pathway, and your T&R requirements all at once.
A smaller note for active-duty Marines
Everything above applies to the Total Force, active and reserve alike. Active-duty 1316s and 2161s recode on the same date, 1 October 2026, under the same training and promotion rules. If you are active duty and in one of these MOSs, your monitor is the 132X/134X MOS Specialist. Direct questions to POC 2 listed below.
The bottom line
If you hold PMOS 1316 or 2161, you are becoming a 1321 Fabrication Specialist on 1 October 2026.
If you are a Pvt through SSgt on a second enlistment and you have not completed both fabrication courses, you have until 1 October 2030 to finish the one you are missing.
E8 and E9 promotions in 1321 are paused for FY27. They resume in FY28.
What to do with this
If you are a 1316 or 2161 Reserve Marine (any rank):
- Confirm with your unit S-1 that your recoding to 1321 is reflected in your record after 1 October 2026.
- Identify which Fabricator course you are missing, A or B.
- Work with your chain of command to schedule that training before the 1 October 2030 suspense.
- If you are E8 or E9, verify your status with your monitor. Do not assume the conversion is automatic for senior enlisted.
If you are a unit S-1 or admin clerk:
- Expect unit diary entries from MMIB around the 1 October 2026 recoding date.
- Watch for the reclassification spreadsheet from the 132X/134X MOS Specialist.
- Track any Marines who receive draw case codes and flag them for training scheduling.
If you are a commander or OIC with 1316 or 2161 Marines:
- Start planning now for how you will get your junior Marines to Fort Lee within the five-year window.
- Document any deployment or special duty conflicts that may trigger the grandfather clause. Early documentation protects your Marines.
