Does Your PME Record Get You a Seat at the War College?

The Marine Corps just announced the board that picks Reserve officers for full-time PME schools in Academic Year 2027-28.

That board convenes on 14 September 2026.

If you are a Reserve officer in any component, this is your window.

The old problem

RPME seats are competitive and limited.

Reserve officers often miss the window because the application timeline gets buried in a long MARADMIN, the questionnaire closes before anyone flags it, or officers assume they are not eligible without checking.

Miss the deadline and you wait another year.


The new rule (in one line)

The AY 2027-28 RPME board convenes 14 September 2026, the questionnaire is open right now, and it closes 28 August 2026.

What schools are on the table

All programs below are open to SMCR, IMA, IRR, and AR officers unless noted.


Senior Level College (SLC). For LtCols and LtCol-selects.

All resident, approximately July 2027 to June 2028. All award JPME-II certification.

Intermediate Level College (ILC). For Majors and Major-selects.

All resident, approximately July 2027 to June 2028. All award JPME-I certification.

✦ Marine Corps Command and Staff College. Quantico, VA. ✦ College of Naval Command and Staff. Newport, RI. ✦ U.S. Army Command and General Staff College. Fort Leavenworth, KS. ✦ Air Command and Staff College. Maxwell AFB, AL.


Career Level School (CLS). For Captains and Captain-selects.

✦ Marine Corps Expeditionary Warfare School. Quantico, VA. Resident, July 2027 to June 2028. No JPME certification.


Distance Education Programs (DEP). For LtCol-selects through Colonels.

These are not fully remote. Each has embedded residency requirements.

✦ U.S. Army War College DEP. Two-year program: 51 weeks of correspondence, one week resident, 50 weeks of correspondence, two weeks resident graduation. Runs June 2027 to June 2029. Awards JPME-I.

✦ Joint and Combined Warfighting School, Hybrid (JCWS-H). 40-week program: 21 weeks correspondence, one week resident, 16 weeks correspondence, two weeks resident graduation. Runs July 2027 to June 2028. Awards JPME-II.

(JCWS-H is one of the only paths to JPME-II without committing to a full 10-month resident school. Worth knowing.)


Reserve Senior Staff Course (RSSC). For LtCol-selects through Colonels.

Two-week resident course at Quantico. Convenes June 2027.

Covers strategic-level Service and Department issues, policies, and programs.

Open to SMCR, IMA, and IRR only. AR officers are not eligible for this one.


Service obligations. Read this before you apply.

Accepting a seat means signing a Statement of Understanding and incurring a service obligation.

For SMCR, IMA, and IRR officers:

Accepting any resident PME creates a 24-month obligation, tracked by establishing or extending your Mandatory Drill Participation Stop Date (MDPSD).

For Active Reserve (AR) officers:

✦ Resident CLS: 24-month obligation, tracked via MDPSD from projected graduation date. ✦ Resident ILC or SLC: 24-month obligation inside the AR Program (Component B1), tracked with a "CD" service code. This obligation cannot be waived. That includes requests to Return to Active Duty.

(ILC and SLC award graduate-level education, which triggers a separate DoD instruction on grad education obligations for officers. The waiver door is closed.)


Who cannot apply

Check this list before you build your packet.

  1. Officers currently in command who cannot complete the 24-month obligation in that command billet before the course convenes.
  2. Officers projected to be in-zone or above-zone on the next promotion board. (Colonels are excepted from this rule.)
  3. Officers who already completed a funded resident FLS at the same grade level they are applying for now.
  4. Officers previously selected for a DEP. You cannot apply to a second DEP.
  5. Officers with an approved retirement or resignation, pending conditional release, or who have applied for Return to Active Duty.
  6. Officers approved for continuation beyond their mandatory removal or retirement date.

AR-specific rules:

✦ Career-designated AR officers with a Date Current Tour Began (DCTB) on or after 1 October 2025. ✦ AR officers on an accession tour with a DCTB on or after 1 October 2024.

If you are unsure whether any of these apply to you, ask your S-1 before submitting anything.


How to apply

  1. Go to https://www2.manpower.usmc.mil/application_cac/
  2. A CAC is not required to access this site.
  3. You will need an MRA Manpower Information Portal (MIP) account to proceed past the login.
  4. If you get a "404 access error," you do not have an MIP account. Contact the POCs below to get one set up before the deadline.

Why this is a big deal

Resident PME is the accelerant for a Reserve officer's career trajectory.

Completing a full-length school does two things: it checks the PME box for promotion, and it can lead to a 12-month Professional Development Tour immediately after graduation.

That combination, school plus a PDT, is one of the few ways a Reserve officer can build sustained operational experience at senior grades without returning to active duty permanently.

The DEP options also matter. JCWS-H offers JPME-II in under a year with manageable residency requirements. That credential matters at the Colonel level and for any joint assignment.

These seats are not guaranteed. The board is competitive. Getting your packet in early and complete is the only thing you control.


A smaller note for active-duty Marines

This board is for Reserve Component officers only. Active component officers follow a separate PME selection process. If you are an AR officer, you are covered here. If you are an active-duty officer looking at the DEP or considering a future Reserve transition, track this for situational awareness.


The bottom line

The RPME questionnaire is open now.

It closes 28 August 2026, the same day all supporting materials are due.

The board meets 14 September 2026.

Results come out in October. Declinations and deferrals are due in November.

If you are a Reserve officer at any grade from Captain to Colonel and you are not ineligible under the criteria above, you have a decision to make before the end of August.


What to do with this

If you are a Captain or Captain-select (SMCR/IMA/IRR/AR): ✦ Look at EWS resident. It is your grade-appropriate school. ✦ Check your availability for a July 2027 report date. ✦ Get your MIP account confirmed now.

If you are a Major or Major-select: ✦ Four ILC options are available. Consider what location and joint certification level serves your career goals. ✦ Confirm you are not in-zone or above-zone on the next promotion board.

If you are a LtCol or LtCol-select: ✦ Seven SLC resident options plus two DEP options are available. ✦ If a 10-month resident school is not realistic, look at JCWS-H for JPME-II on a hybrid schedule. ✦ AR officers: understand the non-waivable 24-month AR Program obligation before you accept.

If you are a Colonel: ✦ DEP options are open to you. ✦ The in-zone promotion board restriction does not apply at your grade.

If you are a unit S-1 or career planner: ✦ Push this to your eligible officers today. ✦ Verify MIP account access for anyone who plans to apply. ✦ Flag the 28 August deadline as a hard cutoff with no exceptions noted in this message.
