Want to Earn a Master's Degree While Serving in the Reserves?
The Marine Corps just opened applications for a fully funded graduate school opportunity. One Reserve officer will be selected to earn a master's degree from the Naval Postgraduate School, then spend three years working at Headquarters Marine Corps.
This is a real path to graduate education, a new MOS, and a tour at HQMC. If you are a Reserve Captain or Major, you need to read this.

The old problem
Graduate education opportunities for Reserve officers are rare and easy to miss.
When they do appear, the application process involves multiple systems, multiple deadlines, and documents most officers have never heard of. The information is buried in a long MARADMIN written for administrators, not applicants.
If you blinked, you missed it.
The new rule (in one line)
One Reserve officer will be selected for AY2027 to attend NPS and earn a Master of Science in Management, then serve a three-year tour at HQMC.
What is actually being offered
This is not a loose affiliation with a school.
This is a structured program with a defined degree, a defined assignment, and a defined obligation.
Here is exactly what you are signing up for:
✦ Degree: Master of Science in Management, Manpower Systems Analysis (MSA 847 curriculum) from the Naval Postgraduate School in Monterey, California.
✦ Bonus MOS: You will earn the 8840 Additional Military Occupational Specialty upon graduation.
✦ Post-graduation assignment: A three-year Active Reserve Program utilization tour in the Manpower Plans Section at HQMC, Manpower and Reserve Affairs. You will work as a manpower planner.
✦ Component: You will serve in the AR Program (Component B1) during this tour.
(Yes, this means you will be on active duty for three years after graduation.)

Do not wait until late August. The NPS transcript requirement alone takes time.
Who is eligible
You must be a Reserve officer in one of these components:
✦ Selected Marine Corps Reserve (SMCR) ✦ Individual Mobilization Augmentee (IMA) ✦ Individual Ready Reserve (IRR) ✦ Active Reserve (AR)
Your grade must be Captain or Major, with these exceptions:
✦ Majors: You must have one year or less time-in-grade as of 1 June 2026. ✦ Captains: You must have two years or more time-in-grade as of 1 June 2026.
Who cannot apply
Read this list carefully before investing time in the application.
✦ Majors with more than one year time-in-grade on 1 June 2026. ✦ Captains with less than two years time-in-grade on 1 June 2026. ✦ Officers who have been passed over for promotion in their current grade, in any competitive category. ✦ SMCR, IMA, or IRR officers who do not meet officer accession requirements under MCO 1001.52K.
AR-specific ineligibility:
✦ Career-designated AR officers whose current tour began on or after 1 October 2025. ✦ AR officers on an accession tour that began on or after 1 October 2024. ✦ AR officers who do not have two years time-on-station by 1 June 2026.

The service obligation
This is the part most people skim past. Read it twice.
If selected, you will sign a Statement of Understanding (SOU) before your application is complete. That SOU locks in a service obligation tied to your graduation date. The obligation code is "CD" and it will be administratively entered in your record.
This obligation cannot be waived.
Not for RAD requests. Not for any other reason listed in current policy.
If you received Voluntary Separation Pay (VSP) at any point in your career, returning to active duty for more than 180 days may trigger recoupment. Check with your S-1 before applying.
How to apply (two steps, both required)
This is a two-step process. Missing either step means your application is incomplete.
Step 1: Apply to NPS directly.
- Go to https://nps.edu and complete the online application for the MSA curriculum.
- Request official transcripts from every college or university you attended. These must come directly from the institution, not from you.
- Transcripts can be mailed to: Naval Postgraduate School Admissions Office, 1 University Circle, He-046, Monterey, CA 93943-5100.
- Or sent electronically to: admissions@nps.edu.
- Transcripts must arrive at NPS no later than 15 August 2026.

Step 2: Apply through the HQMC web portal.
- Go to https://www2.manpower.usmc.mil/application_cac/. CAC is not required to access this site.
- If you get a 404 error, you do not have an MRA MIP account. Register at https://www2.manpower.usmc.mil/apps-home/, then return.
- Complete the webportal survey, which covers: contact information, career counseling confirmation, acknowledgement of the GEP opportunity, acknowledgement of the obligation and SOU, and your upload materials.
What to upload (all in one PDF file)
Everything goes into a single PDF. Not multiple files. One file.
Name the file exactly like this: EDIPI_ARGEP_LNAME (example: 1234567890_ARGEP_SMITH).
Files not named in this format will be deleted and your application will not be reviewed.
Your PDF must include:
✦ A letter to the board. ✦ A signed Reserve Qualification Summary (RQS, NAVMC 10476). The template is on the RAM-3 webpage under "Reserve Programs and Boards (RAM-3)," then "Support Documentation." ✦ The AR GEP Application and Privacy Act Statement (same location on the RAM-3 site). Fill it out accurately and specific to your situation. ✦ Unofficial transcripts from every school you attended, showing all credits and letter grades. ✦ The SOU GEP MSA Form (also on the RAM-3 site). ✦ Any relevant update material you want the board to see (optional but encouraged).
Your OMPF also needs to be current. Update it through ORMA at https://www4.manpower.usmc.mil/orma/#/ under "My OMPF," then "OMPF Update Requests." Make sure your official photo is current.
Why this is a big deal
Graduate school funding for Reserve officers is not common.
Most Reserve officers who want a graduate degree pay for it themselves, take loans, or go through employer tuition programs. This program funds the degree entirely and gives you a legitimate three-year active duty tour doing serious work at HQMC.
You also walk away with a new MOS (8840) that is relevant to senior manpower billets across the Marine Corps.
The catch is that this is a commitment. You are trading time in your current life and career for a degree, a new specialty, and three years on active orders. That is a real trade-off and only you can decide if it fits.
But if it fits, there is one seat available and the board convenes in September.
A smaller note for active-duty Marines
This board is Reserve-specific and this message is directed at RC officers. If you are active duty and interested in graduate education, your path runs through a separate GEP board process. Talk to your S-1 or career planner about AY2027 active component GEP opportunities.
The bottom line
One Reserve officer will earn a fully funded master's degree from NPS and serve three years at HQMC. Applications are open now. The deadline is 28 August 2026, and the NPS piece closes even earlier on 15 August 2026. If you are a Captain or Major in the SMCR, IMA, IRR, or AR and you meet the eligibility criteria, start your NPS application today.

- Register for an MRA MIP account if you do not already have one.

- Download the RQS template, the AR GEP Application, and the SOU GEP MSA Form from the RAM-3 page.
- Build your single PDF packet and submit before 2359 EDT on 28 August 2026.
