UPDATE TO ACTIVATION DEFERMENT FOR MARINES TRANSITIONING FROM THE ACTIVE COMPONENT (AC) TO THE RESERVE COMPONENT (RC)

Did you just get out? The Marine Corps updated the rule that protects you from being called up right away.
If you recently left active duty and joined the reserves, there's a new policy that directly affects how soon you can be involuntarily activated.
It went into effect immediately. And it's more generous than what existed before.

The old problem
The previous policy had gaps.
Your deferment eligibility could depend on things like your dwell time or where your last duty station was.
That created inconsistency. Two Marines leaving active duty on the same day could end up with different protections depending on administrative quirks.
That's what this update fixes.
The new rule in one line
If you transitioned from active duty to the SMCR, you get a full 12-month window from your EAS where you cannot be involuntarily activated.
No exceptions based on dwell status. No exceptions based on last duty station.
How it works
Who qualifies:
✦ You transitioned from active component (comp code 11) to the Selected Marine Corps Reserve (comp code KA)
✦ You are in good standing with your SMCR unit
✦ You elect the deferment upon affiliating with your unit
Who does not qualify:
✦ IMA (Individual Mobilization Augmentee) Marines
✦ IRR (Individual Ready Reserve) Marines
(This protection is specifically for SMCR. If you're IMA or IRR, this policy does not apply to you.)
The clock:
Your 12-month window starts on your EAS from active duty. Not your affiliation date. Not your first drill. Your EAS.
The policy is retroactive in that sense. If you already transitioned, your window already started running.
You can opt out early:
If you want to volunteer for activation or waive the deferment before the 12 months are up, you can do that at any time.
The catch:
If you stop meeting SMCR requirements during the deferment period, you lose the protection. Stay current on drills, physicals, and your administrative requirements.
Why this is a big deal
Getting out of the active component is genuinely hard.
You're finding a job, finding housing, adjusting your family's life, and simultaneously trying to figure out what reserve service even looks like.
The old policy left some Marines exposed to involuntary activation during that window. That's a real problem when you're three months into a new civilian job and still don't own a couch.
This update standardizes the protection and removes the fine print that made it unreliable.
Every eligible Marine transitioning from active duty now gets the same clean 12-month buffer. Period.
A smaller note for active-duty Marines
If you're still on active duty and planning to transition to the SMCR, this policy will apply to you from your EAS date. Brief your gaining reserve unit during the affiliation process and make sure they enter the correct codes from day one.
The bottom line
You get 12 months from your EAS before you can be involuntarily activated under 12304b authority. Elect the deferment when you affiliate with your unit. Stay in good standing. The clock is already running.
What to do with this
If you recently transitioned from active duty to the SMCR:
- Confirm with your unit S-1 that you are eligible under this policy
- Formally elect the deferment upon or shortly after affiliation
- Ask your admin section to verify that TTC 099-001 and the correct MOBEDA date (12 months from your EAS) are entered in Unit Diary
- Keep your SMCR requirements current or the deferment can be terminated
If you are a unit admin clerk or S-1 working with transitioning Marines:
- When an eligible Marine elects deferment, enter TTC 099-001 in Unit Diary
- Enter the appropriate mobilization status code
- Set the MOBEDA date to exactly 12 months from the Marine's AC EAS date
- Direct questions to MARFORRES G-1 Manpower at MFR_MANPOWER@USMC.MIL or 504-697-7188 / 7181
If you are IMA or IRR:
✦ This policy does not cover you. Check with your command if you have questions about your own activation exposure.
If you are unsure whether you are eligible:
