ACADEMIC YEAR 2026-2028 NATIONAL INTELLIGENCE UNIVERSITY (NIU) RESERVE COMPONENT MASTERS DEGREE PROGRAMS

Want a Free Master's Degree in Intelligence? The Marine Corps Has Seats Open.
The Marine Corps just announced open applications for a fully accredited graduate program at the National Intelligence University.
It's funded. It's reserve-compatible. And it starts in fall 2026.
If you work in intel, cyber, space, or comms, this is worth your full attention.
Reference: MARADMIN 145/26, signed 30 March 2026. Covers the NIU Monthly Executive Program (MEP) Cohort 2026-2028. Height and weight standards reference MCO 6110.3A.
The old problem
Graduate education at the National Intelligence University existed for active-duty and government civilians.
Reserve Marines who wanted in had a complicated path. No dedicated IMA detachment structure was clearly advertised. No streamlined pipeline existed for SMCR, IMA, or IRR Marines to plug in as a cohort.
This MARADMIN formalizes the pipeline and opens the door for the 2026-2028 cohort specifically.
The new rule (in one line)
Reserve Marines can now apply to earn a fully accredited master's degree in strategic or technology intelligence, structured around monthly drill weekends and annual training, through a formal IMA detachment at HQMC.
What NIU actually is
NIU is a real, accredited university. Not a military school. Not a certificate program.
It sits inside the intelligence community, physically located at the Intelligence Community Campus in Bethesda, Maryland. It's currently being folded into the National Defense University.
It offers two graduate degrees:
✦ Master of Science in Strategic Intelligence (MSSI) ✦ Master of Science and Technology Intelligence (MSTI)
Both degrees have thesis and non-thesis options. Both take two years to complete in the part-time monthly format designed for reservists.
(Yes, this counts as a real master's degree from an accredited institution.)
How the schedule works
This is designed around your reserve schedule. Here is what attendance looks like:
- One weekend per month at NIU in Bethesda, MD for 22 months. These count as normal drill periods.
- Two separate two-week annual training periods at NIU, one each summer over the two academic years.
- All standard Marine Corps annual training requirements still apply on top of this.
If you live outside the Washington DC area, research your travel reimbursement eligibility before you apply. Not all travel expenses are automatically covered for IMA and IDT events.
Who is eligible
Grades:
✦ Officers: 1stLt through Major ✦ Warrant Officers: CWO2 through CWO3 ✦ SNCOs: SSgt through GySgt
MOS:
Any MOS can apply. Preference goes to Marines in this order:
- Intelligence
- Cyberspace
- Space
- Communications
Experience:
✦ Minimum five years of intel, cyber, space, or communications experience. Military, civilian, or a combination both count.
Service requirements:
✦ Four satisfactory years (50+ retirement points per year) in the last five years ✦ Officers must not have failed selection for promotion ✦ Majors must have fewer than four years time in grade ✦ SNCOs must be eligible for reenlistment with at least two years remaining on contract after graduation
Post-graduation commitment:
✦ Officers and SNCOs must agree to serve in an intelligence billet, either IMA or SMCR, for three years after graduation
Clearance:
✦ You must already hold a Top Secret clearance with SCI eligibility at the time you apply. This program does not justify opening a new clearance request.
Education:
✦ Bachelor's degree from a regionally accredited institution
Physical standards:
✦ Must meet Marine Corps height and weight standards per MCO 6110.3A
How to apply (in order)
This is a two-track process. You apply to NIU directly first, then you apply to the Marine Corps IMA detachment.
Step 1. Apply to NIU.
Go to https://www.niu.edu/admissions-aid/index.shtml and apply to either the MSSI or MSTI Monthly Executive Program.
Direct admissions questions to: NIU_Admissions@niu.odni.gov
Being waitlisted by NIU does not count. You need a confirmed acceptance to move forward.
Step 2. Assemble your DCI package.
Once NIU accepts you, pull together these documents:
✦ Copy of your NIU acceptance notification ✦ Copy of the essay you submitted to NIU ✦ Current Reserve Qualification Summary (RQS) ✦ Current civilian resume ✦ Favorable endorsement from your command
For SMCR and IMA Marines, your endorsement comes from your unit. For IRR Marines, contact MCIRSA for the endorsement.
Your command will also need to submit a nomination memorandum to NIU in their prescribed format. A copy of that memorandum satisfies the endorsement requirement for DCI. The template is here: NIU Nomination Memorandum Template
Step 3. Send your package to DCI.
Deliver all documents to the POCs listed below using DOD SAFE at https://safe.apps.mil.
✦ LtCol R. Wong: raymond.wong@usmc.mil ✦ Maj D. Heywood: daniel.heywood@usmc.mil
Step 4. Wait for panel review.
The USMCR NIU IMA Detachment Faculty will review your package alongside NIU's own admissions process. Their endorsement goes to the Deputy Commandant for Information, who makes the final call on IMA detachment membership.
Timeline:
Selectees transfer to the DCI IMA Detachment (RUC 88600) no later than 1 August 2026. Transfer does not happen until NIU confirms your admission and your clearance is verified.
Why this is a big deal
Most graduate education pathways for reservists require you to either leave the reserves, take extended active orders, or navigate a system not built with your schedule in mind.
This program was structured around the reserve schedule from the start.
Drill weekends become class weekends. Annual training becomes your academic residency. And at the end of two years, you hold a master's degree from an institution inside the U.S. intelligence community.
For Marines in intel, cyber, space, or comms, both the credential and the network are genuinely valuable.
One important note: this program does not currently count as an Intermediate Level School (ILS) equivalent for promotion purposes. Keep that in context when weighing it against other education options.
A smaller note for active-duty Marines
Active-duty Marines who are pending affiliation with the reserves may apply, as long as their timeline allows them to join the IMA detachment and start the academic program on schedule. This is a narrow window. If that describes you, contact the DCI POCs above immediately to see if your timeline is workable.
The bottom line
NIU is offering Reserve Marines a fully accredited master's degree in intelligence or technology intelligence, structured around monthly drills and annual training, starting fall 2026.
Applications are open now. This bulletin expires 31 December 2026.
What to do with this
If you are an SMCR or IMA Marine in intel, cyber, space, or comms: Start your NIU application today at niu.edu. Reach out to your command now about the nomination memorandum. These things take longer than you expect.
If you are an IRR Marine who qualifies: Contact MCIRSA for your endorsement. Then apply to NIU and follow the same steps above.
If you are a unit S-1 or admin chief: Know this program exists. If a Marine in your unit applies, they will need a nomination memorandum in NIU's prescribed format. Get familiar with that template now.
If you are a commanding officer or OIC: Marines who are accepted transfer to the DCI IMA detachment (RUC 88600) by 1 August 2026. Plan for that personnel movement if someone in your unit gets selected.
If you do not meet the prerequisites right now: Note the clearance requirement and the service record standards. If you are close but not there yet, this program may return for future cohorts.
This is written by a reservist, for reservists. It is not an official publication of HQMC or MARFORRES. Always verify guidance with your command or unit S-1 before acting on any article or summary.
